The most useful comparison for ERNIE-5.5-Flash was not written by a reviewer. It is in Baidu's own benchmark table, where the newly released ERNIE-5.5-Flash-Base is scored against DeepSeek-V4-Flash-Base at 284B total and 13B active parameters — almost exactly the same size class as ERNIE's 280B total and 14B active. That is the one like-for-like confrontation in the entire ERNIE 5.5 launch: two pretrained checkpoints, one harness, the same prompts. Everything else in this matchup is asymmetric, because DeepSeek V4.1 Flash is a finished, MIT-licensed, priced and served model, and ERNIE-5.5-Flash is a base checkpoint whose post-trained version Baidu says "will follow." The honest article is therefore two articles: what the base-to-base numbers say, and what happens when you put those numbers next to a model people can actually call. OrcaRouter passes through provider list prices with no markup added, so DeepSeek's time-of-day discount lands the day it applies.
The one comparison Baidu ran on equal terms
Baidu published 30 benchmarks across seven categories, evaluated under a single pipeline with identical prompts and few-shot examples, against three base models: DeepSeek-V4-Flash-Base (284B-A13B), Hy3-preview-Base (295B-A21B) and MiMo-V2.5-Base (310B-A15B). The DeepSeek row is the one to read closely, because the parameter counts are close enough that architecture and data quality are doing the work rather than scale.
• Total parameters — ERNIE-5.5-Flash-Base 280B vs DeepSeek-V4-Flash-Base 284B
• Active per token — 14B vs 13B
• Pretraining tokens — 33.5T vs not stated on the comparison row
• Training context — 128K vs 128K-class
• Released weights — FP8 and BF16, both available now
• Licence — ERNIE 5.5 Flash Base Model License Agreement v1.0 vs MIT
On the rows Baidu highlights, ERNIE leads: MMLU 93.3, MMLU-Pro 78.4, GPQA 60.2, BBH 89.2 with chain of thought, HumanEval+ 82.3, MBPP+ 81.5, HELMET-RAG 71.5 and RepoQA 91.7. It is a genuinely strong base-model sheet. It is also vendor-run, on a harness Baidu designed, published on the day the weights dropped. Treat it as a claim with a detailed appendix, not as a result.
The more informative part is where ERNIE loses. Baidu's post concedes that ChineseSimpleQA, INCLUDE-lite, HELMET-Rerank, InfiniteBench and FullStackBench go to a competitor. A launch table that prints its own losses is telling you the comparison was run in good faith — which raises, rather than lowers, the value of the rows ERNIE wins.

Where the symmetry breaks: one model is finished
DeepSeek V4.1 Flash was released on 10 September 2026, with a "1017" snapshot on 17 October. It is a sparse mixture-of-experts model with a 552B backbone and roughly 763B total parameters including conditional memory, activating 8B on input and 16B on output. Native multimodal input, 1M-token context, 45T training tokens, and an MIT licence. On the list rates OrcaRouter serves it carries $0.15 per million input tokens and $0.60 per million output, with cached reads at $0.003–$0.006; DeepSeek's own API adds a time-of-day discount, which is worth knowing before you build a cost model around the lowest number you can find.
That model follows instructions, calls tools, accepts images and has a published price. ERNIE-5.5-Flash-Base does none of those things, because it has not been post-trained. The comparison that matters to a buyer is therefore not base-to-base — it is finished-model-to-finished-model, and one of the two finished models does not exist yet.
This is not a small caveat. Post-training is where instruction following, tool use, refusal behaviour, formatting discipline and most of the perceived quality of a modern Flash-tier model come from. A base checkpoint's MMLU score tells you about the prior. It tells you almost nothing about whether the model will reliably emit a JSON object, follow a system prompt, or survive a 40-turn agent loop. DeepSeek V4.1 Flash has published behaviour on those axes. ERNIE 5.5 Flash has a promise.
The licence difference is the sleeper issue
DeepSeek ships V4.1 Flash under MIT. That is about as permissive as model licensing gets: commercial use, modification, redistribution, no field-of-use restrictions, no separate agreement to negotiate. Baidu ships ERNIE-5.5-Flash-Base under the ERNIE 5.5 Flash Base Model License Agreement v1.0 — a bespoke licence, not Apache 2.0, and notably a step back from ERNIE 4.5, which was released under Apache 2.0 in 2025.
For a research team this may not matter. For a company that wants to fine-tune on proprietary data and ship a product, it is the first thing legal will read, and bespoke Chinese model licences have historically carried use restrictions, attribution requirements and thresholds that MIT does not. The weights being downloadable is not the same as the weights being usable on your terms.
That difference compounds with size. ERNIE at 280B total parameters is roughly a 280GB proposition in FP8 before you add KV cache and activation headroom; DeepSeek V4.1 Flash's 763B total is larger still, which is precisely why most teams meet it through an API rather than a GPU cluster. If your plan is to self-host either one, the licence is the cheaper problem to solve.
Serving: both repos name the same tools, one has two months' head start
Baidu's model card carries SGLang and vLLM examples, and NVIDIA's Megatron-Bridge repository already includes an ERNIE 5.5 fine-tuning example. That is a competent release — a base model with day-one serving recipes is more than many labs manage.
DeepSeek's ecosystem advantage is not the recipes, it is the mileage. V4.1 Flash has been in production for nearly two months, has a 1017 snapshot with published deltas — Terminal-Bench 4.0 moving from 31.2 to 42.3, DeepSWE v1.1 from 74.2 to 77.0 — and is available through the vendor's own API and several third-party platforms, including OrcaRouter. When a quantization breaks or a kernel regresses, someone has already filed the issue.
On OrcaRouter specifically, deepseek/deepseek-v4.1-flash and the pinned deepseek/deepseek-v4.1-flash-1017 are both routable today at the provider's list price with 0% markup, which means the off-peak cut is visible in your billing the day DeepSeek applies it rather than after a reseller spread. ERNIE-5.5-Flash is not in the catalogue — there is no ERNIE entry among the 216 model IDs — so nothing here should be read as an ERNIE hosting claim. The routing point is narrower: if you are choosing between a model you can call now and one you cannot, the platform question is already settled.

What to do this week
If you need a cheap, long-context Flash model in production, DeepSeek V4.1 Flash is the answer and ERNIE is not in the consideration set. That is not a judgement about the quality of Baidu's checkpoint. It is a statement that an unpriced, unpost-trained, non-served base model cannot hold a production slot.
If you are doing continued pretraining in Chinese, the calculus flips. ERNIE-5.5-Flash-Base at 280B-A14B with 33.5T tokens behind it is a credible starting point, the architecture is documented in unusual detail — 43 layers, 37 HCA plus 6 MLA-DSA, 512 routed experts at top-10, a 201,216-token vocabulary — and the Megatron-Bridge example shortens the path to a first fine-tune. Read the licence before you read the benchmarks.
If you are evaluating rather than building, the useful move is to run Baidu's published base comparison yourself on the two open checkpoints. Both are downloadable, both fit the same harness, and reproducing the table is the only way to know whether the 30-benchmark sweep survives contact with a second pair of hands.
The number to watch
It is not MMLU. It is the price Baidu eventually puts on the post-trained ERNIE 5.5 Flash. DeepSeek V4.1 Flash set a reference at $0.15/$0.30 input and $0.60/$1.20 output with a 1M context and an MIT licence. A Flash-tier model that arrives above that price needs a specific reason to exist — Chinese-language quality, data residency, or a capability DeepSeek does not have. A model that arrives below it changes the cost conversation for every Chinese-language workload.
Until that number exists, this matchup has exactly one defensible conclusion: Baidu built a base model that trades blows with DeepSeek's base model at the same size, and has not yet shipped the thing that would let anyone compare the products. That is a real result. It is just not the one the search query is asking for.
